One number decides everything
The tier is set by how many people may reasonably be expected present
Staff included. Not your fire capacity, not your licensed capacity, not your ticket allocation, but the number you would honestly expect on a busy night. It is also the number you have to be able to justify years later, which is the harder half.

The problem
A folder of Word documents is not a defence
The duties are expected to commence in spring 2027, though they have not been appointed by regulations. The responsible person has to justify what was reasonably practicable, often long after the person who decided it has moved on. Most groups are starting from a shared drive, a training spreadsheet and a consultant's PDF per site.
Procedures go stale the day they are signed
A layout changes, a terrace opens, a manager leaves. Nothing tells you which of your sites is now carrying a document that no longer describes it.
Training decays faster than you can track it
Hospitality turnover means a site fully briefed in June is half-briefed by September, and the spreadsheet says otherwise.

Determinations you can defend
Every tier decision shows the occupancy figure, where it came from, which areas were counted and who signed it off, so a judgement made in 2026 still holds when it is questioned in 2029.

Change a site and the procedures it affects are flagged, along with the staff who need re-briefing, instead of a stale document sitting on a shared drive.
Competency through the turnover
New starters are assigned automatically, leavers drop out of the denominator, and expiries chase themselves. The number is percentage briefed on the current version, not on any version.

Produce the evidence pack for one premises or all of them, as at any date, content-hashed so it can be shown unaltered years later.
